The Scottish Conservatives will use their parliamentary business tomorrow in Holyrood to point out farmers have lost confidence in rural affairs secretary Richard Lochhead.
The party will also demand that the failed £170 million IT system responsible - which is already significantly over budget - is probed.
It comes as Mr Lochhead accused critics of “throwing bricks” in a radio interview this morning, where he admitted there were “huge” issues with processing the CAP payments.
As it stands, nearly half of Scotland’s farmers are waiting for payments, despite expecting them to begin arriving last December.
And Audit Scotland – which first warned of these problems two years ago – has stated the Scottish Government would face fines if payments weren’t processed by June.
Farmers will rally at the Scottish Parliament on Thursday in protest at the SNP’s handling of the issue, and tomorrow the Scottish Conservatives will table a motion for MSPs to recognise that “farmers across the country have lost trust in the ability of Richard Lochhead to deliver funding before the end of the financial year and support calls for a full independent inquiry into the Scottish Government’s IT failures”.
Scottish Conservative leader Ruth Davidson said:
“The SNP’s handling of this situation is becoming more and more shambolic.
“This is why we need a full, independent inquiry into this matter, to find out exactly what’s gone wrong and to ensure nothing like this happens again.
"Because of an IT system the Scottish Government created, nearly half of our farmers are waiting for hundreds of millions of pounds in payments that were supposed to start arriving in accounts three months ago.
“That is a scandal – but all Richard Lochhead can do is accuse people with legitimate concerns of ‘throwing bricks’.
“His response is shameful, and completely fails to acknowledge the crisis affecting rural Scotland of his own making.
“The truth is, while SNP ministers were busy campaigning for independence, they took their eye off the ball, and now rural Scotland is paying the price.”
